控制性详细规划的法制化与制定的逻辑

回顾控规的起源与发展概况,从法的实质与城市发展四个"I"的特征重新认识法定规划的作用。美国区划制定的内在逻辑揭示了规划法制化的基本依据。我国控制性详细规划处于法定规划体系中,其法制化的矛盾既源自法定规划体系的关系,又源于规划自身制定的过程。文章认为,回归法的本质与城市发展的实质,结合中国的社会政治环境探索我国法定规划体系是当前迫切的任务之一。     

双代号网络图的绘制方法

从教学及实践的角度出发，就双代号网络图的绘制方法与技巧进行了归纳总结，以便在绘图时能很好地控制整个图形的布局，正确清楚地表达逻辑关系，快速准确地绘出双代号网络图。     

城市治理理论在我国的适用

产生于20世纪80年代的治理理论作为一种制度模式,被推广到各个层面．从企业、城市、政府以及全球；当应用到城市管理领域里时,城市治理理论也应运而生。本文考察了治理及其城市治理理论的渊源之后认为,其不外乎是西方民主社会的民主理论与公民社会理论的翻版,其以发达的公民社会、完善的民主制度以及健全的法治为基础而产生的多中心管理理论,并不适合我国的现状以及文化,制度等基础。     

填土边坡土钉支护的模型试验研究

由相似原理推导出了本模型试验的相似法则，并在此基础上完成了复合土钉支护在填土边坡中应用的模型试验研究，分析了上部土钉比下部土钉所承受的土体拉应力更大，土钉的实际受力分布形态与土压力分布形态没有对应关系，在无支护的滑塌面部位或附近，土钉支护后仍存在优势滑移，这是对“加固后滑塌面后退”说的反证。     

Impact of soft logic on the probabilistic duration of construction projects

Current probabilistic scheduling models are based on a single network and assume the sequences (or links or logic) between activities to be fixed. However, some links may be changeable or soft. The presence of a soft link from one activity to another indicates that the execution of these activities has several alternative sequences. This study simulates the duration of an example project by considering uncertain activity durations and probabilistic soft links. The simulated results are compared with those obtained by the program evaluation and review technique (PERT) and three other simulation-based models. The comparisons reveal that the results generated by a simulation are close to those of PERT when the simulation incorporates soft logic. Practical lessons learned by activating soft logic also are discussed.     

建筑物维修管理系统数据库的设计

为了保证物业管理中建筑物维修管理工作的有序进行，本文根据数据库的设计原理、方法，结合建筑物维修管理的实际应用环境和操作业务流程，提出了建筑物维修管理系统数据库设计的4个阶段——用户实际需求分析、概念结构设计、逻辑结构设计和物理结构设计，设计出适用于各种建筑物维修管理系统的最优数据库模式，并建立了通用的数据库应用系统，使得维修管理系统能够进行建筑物损坏情况的综合评价和维修决策。     

逻辑的真实与形式的自由——上海美特斯邦威总部、大学、博物馆综合体设计

通过对上海美特斯邦威总部、大学、博物馆综合体项目设计的介绍,提出了对于现代建筑设计的理解——设计逻辑的真实和建筑形式的自由,即设计中重视建筑的逻辑关系,强调功能、环境、材料、经济等内容之间的关联,追求真实的表达;建筑的形式不受固有思想的羁绊,在真实反映建筑逻辑关系的情况下,自由表现形体和空间。     

对招标投标法的理解与思考

介绍了招标投标法法律规范的三个层次,分三个阶段论述了我国招标投标的发展过程,探讨了招标投标发展的必然趋势,对正确理解《招标投标法》具有一定的指导作用。     

A RISK-BASED CONSENTING TOOL FOR SETTING SUSTAINABLE DISCHARGE CONSENTS

This paper describes the development of a guidance tool for assessing the ability of a receiving watercourse to assimilate pollution from point discharges. The 'sustainable capacity tool'uses a framework that accounts for the 'no-deterioration'requirement of the Water Framework. Directive, in terms of the downgrading of a river-stretch classification and the requirement to return all rivers to 'good ecological status'. The second requirement results in a long-term set of river-quality targets or objectives, and it is generally assumed that 'good'refers to 'A2 quality in the Scottish Environmental Protection Agency classification system. The resulting sustainable capacity is defined as the risk-based amount of capacity that could be allocated without causing a failure of the target class and which could also result in a negative capacity if the river stretch is currently failing the target class. This is plotted as a GIS layer and is intended to form an overview of water quality to help inform stakeholders who are participating in a water-quality strategy for the next Scottish investment programme on Quality and Standards 3. The sustainable capacity tool could be used in conjunction with integrated catchment modelling for complete management of the Water Framework Directive river-basin districts.     

以使馆建筑为例的建筑设计方法形体学研究

建筑设计方法形体学是通过对于建筑功能的载体——建筑形态的分析 ,研究从建筑设计构思到具体的建筑形态的动态思维过程。“建筑设计方法形体学”的研究为建筑设计提供了新的思考角度 ,深化了建筑设计的理论依据 ,对于现代的建筑创作有着重要的理论和实践意义。以美国驻德国大使馆和美国驻印度大使馆为例 ,从平面设计、形态设计和细节设计 3方面探讨建筑设计方法形体学在建筑设计过程中的重要作用 ,从而寻找建筑设计的内在逻辑性 ,减少建筑设计的盲目性。
